Italy Imposes Record €14.2 Million Fine on Cloudflare for Refusing to Block Piracy Sites
The Italian telecommunications regulatory authority AGCOM has imposed a record fine of €14.2 million on Cloudflare for refusing to block piracy websites through its public DNS resolver 1.1.1.1.
The dispute arose from Cloudflare's non-compliance with AGCOM directive 49/25/CONS, issued in February 2025. The directive mandated that Cloudflare implement DNS resolution blocking and traffic filtering for a list of domains and IP addresses associated with copyright infringement.
Cloudflare declined to apply these measures to its public DNS infrastructure, arguing that such filtering would be unjustified and disproportionate.
According to Cloudflare representatives, implementing such blocking mechanisms would:
• Affect billions of daily DNS queries
• Have an extremely negative impact on latency
• Ultimately degrade service performance for legitimate users worldwide
The company maintains that enforcing localized content restrictions on a global public DNS service would compromise the integrity and performance of its infrastructure for users across all jurisdictions.
